Multidimensional Impacts of Intelligent Programming Tools on University Programming Courses and Systemic Countermeasures

Abstract
In recent years, intelligent programming tools represented by GitHub Copilot, ChatGPT, and Cursor have rapidly permeated software development and higher education. The 2025 DORA Report released by Google Cloud indicates that AI adoption among software developers has reached 90%. Meanwhile, in April 2026, China's Ministry of Education and four other departments jointly issued the "AI + Education" Action Plan, explicitly proposing to establish artificial intelligence as a public foundational course in universities and to achieve deep integration between AI and education by 2030. The proliferation of intelligent programming tools has profoundly altered the teaching objectives, classroom ecology, student learning behaviors, and academic integrity boundaries of university programming courses. As a preliminary research project analysis, this paper aims to systematically examine the multidimensional changes and feasible countermeasures emerging from the impact of intelligent programming tools on university programming courses, thereby providing a research foundation for subsequent empirical studies. Through literature review and representative case analysis, this paper synthesizes the current research status and practical explorations in this domain from six dimensions: curriculum system restructuring, teaching content upgrading, teaching model innovation, assessment and evaluation reform, academic integrity construction, and faculty professional development.
